Does the bill of quantities format really differ by country?

Yes, and it matters. The UK measures to NRM2, older UK and Commonwealth contracts to SMM7, the Gulf largely to POMI, the United States uses CSI MasterFormat divisions rather than a BoQ at all, and India measures to IS 1200. The standard governs item descriptions, units of measurement and what is deemed included in a rate — a bill measured to the wrong standard usually has to be re-measured before contractors will price it competitively.
What currency should a BoQ be priced in?
